TIM L. DECKER, HYDROGEOLOGIST

PRESIDENT - WESTWATER ASSOCIATES, INC.

RESUME

 

Mr. Decker is a Certified Professional Geologist (AIPG) and Registered Professional Geologist in Wyoming and Utah, with over thirty years of experience as a geologist, hydrogeologist and technical sales representative.  He has provided expertise to governmental agencies, municipalities, consulting engineers, mineral exploration and mining companies, drilling contractors and attorneys, while employed by the Navajo Nation, Wright Water Engineers, Johnson Division UOP, and, since April 1983, as principal of WWA, Inc.  This experience is primarily in the water supply field as chief project hydrogeologist, in addition to water rights and groundwater contamination/litigation cases as an expert witness. Hydrologic and geologic computer data base management experience has been applied on projects throughout the Rocky Mountain Region. He assisted engineers, drilling contractors and government agencies in well design and construction throughout the five state Rocky Mountain Region as technical sales engineer for Johnson Division, U.O.P.

 Over the past thirty years, Mr. Decker has conducted numerous groundwater training seminars and schools for trade groups, universities, government engineering staff and foreign professionals (three overseas schools in Bangladesh through Utah State University).  These have included short course programs for Bureau of Land Management, Bureau of Reclamation, US Forest Service, Agricultural Schools, Colorado Water Well Contractors and Realtors.

o April, 1983 to Present: Self-employed and Principal of   WestWater Associates, Inc. - Consulting firm specializing   in groundwater exploration and development, water rights,   environmental hydrogeology, river hydrology and dewatering   throughout the Rocky Mountain Region (see attached   detailed qualifications).

o April, 1977 - April, 1983: Technical Sales Representative   - Johnson Division, UOP, Inc.  - Rocky Mountain Region   (five states) - Design engineering and specification,   drilling fluid engineering and technical consulting.

o June, 1974 - April, 1977: Staff Hydrogeologist - Wright   Water Engineers, Denver, Co. - Hydrogeologist on numerous   water supply, water rights, water augmentation and aquifer   management projects.

o May, 1973 - June, 1974: Chief Hydrogeologist - Navajo   Nation Water Works Department - Hydrogeologist responsible   for groundwater exploration and development for domestic,   livestock and industrial supply.

o 1971 - May, 1973: Graduate Teaching Assistant - Northern Arizona University.

o Summers - 1967-1971: Laborer and geologist for base metal   mine, Silverton, Co., and oil field drilling crews, San   Juan Basin, New Mexico.

JASEN DECKER, ENVIRONMENTAL GEOLOGIST

Mr. Decker has six years experience in the water well drilling business. He graduated from at Mesa State College with a B.S. Degree in Environmental Geology (Honors), with studies in hydrogeology and environmental geology. He has assisted in well design, construction and testing, data collection and data base establishment, field modeling, drill cutting sample sieve analyses for well designs. His experience as a driller's assistant included auger, air rotary, mud rotary, casing hammer, reverse rotary and soils drilling techniques. He has OSHA Forty Hour training and is a qualified CDL Operator.
